Ukrainian Council of Defence Industry Unveils the First Export Map

On 10 December, the Ukrainian Council of Defence Industry presented the concept for the forthcoming Export Support Office.

The Office team will work in the following areas:

• Export procedure consultations: handling direct requests from companies.

• Expert support for regulatory changes: collecting challenges and proposals, consolidating the market’s position, and preparing recommendations for the government.

• Analysis of real export cases and development of practical training modules for manufacturers.

The establishment of the Office was announced on 10 December during the first event in the series “Among Armourers: Export of Arms in 2026”, featuring Oleh Tsilvik, Acting Head of the State Export Control Service of Ukraine.

“Ukraine is restoring controlled exports of defence products, and it is fundamentally important for the state to ensure transparency, efficiency, and full compliance of all decisions with national security requirements. The State Export Control Service is open to discussion and proposals to improve procedures and is ready to work together with partners so that these procedures are clear, predictable, and contribute to strengthening the country’s defence capability.” — Oleh Tsilvik, Acting Head of the State Export Control Service of Ukraine

The Office’s first product is Export Map — a practical roadmap for Ukrainian weapons manufacturers that explains how to enter foreign markets. The map is based on open sources and founding documents and will be updated in real time.

It outlines two pathways: Build with Ukraine (joint production with international partners) and Buy from Ukraine (direct export of Ukrainian products). Each pathway breaks the process down into clear steps: where to start, what document package to prepare, how to navigate permitting procedures, and more.

Ukrainian Council of Defence Industry is an independent association of private manufacturers of weapons and military equipment. It consolidates the industry, strengthens cooperation with the state and international partners, and helps shape a modern security architecture for Ukraine. The Council helps defence industry manufacturers find partners, scale production, and access financing and technologies—thereby strengthening Ukraine’s defence capability.

“Among Armourers” is a series of closed professional meetings organised by the Ukrainian Council of Defence Industry to establish cooperation between weapons manufacturers, government institutions, and financial organisations.

The goal is to create an effective platform for interaction between manufacturers, GR specialists, lawyers, and experts to enable systemic change and increase transparency, efficiency, and competitiveness of Ukraine’s defence industry.
