What we work on

The Council's GR team works on decisions that reduce regulatory uncertainty for manufacturers and create clear conditions for the sector's growth.

Among the keyareas ofwork:

Monitoring the implementation of the Defence City regime, analysing manufacturers' operational challenges, and drafting amendments to regulatory acts
Expanding the non-public status of financial and statistical reporting for defence manufacturers
Achieving the practical launch of temporary 45-day employee deferments
Developing tax incentives and a classification framework for ground robotic systems
Enhancing long-term defence contracting mechanisms
Extending foreign exchange transaction deadlines for defence manufacturers
Establishing a clear mechanism for software certification, codification, and procurement
Eliminating duplicate penalties in defence contracts
Developing compensation mechanisms for damaged or destroyed property
Formulating solutions for public-private partnerships, war risk insurance, and manufacturers' access to infrastructure

Among them:

Adoption and launch of the Defence City legal framework

Parliamentary approval of the VAT exemption for ground robotic systems (UGVs)

Restriction of access to sensitive data concerning defence industry enterprises
